Summary: In the 11th year of the Meiji era: the Japanese population is increasingly dissatisfied with the government due to the increasing speed of Westernisation and the ban on samurai. In order to curb the increased rate of crime, the government opens a new prison. The three brothers of the Kumo family — Chuutarou, Soramaru, and Tenka — are entrusted with the duty of transporting these criminals to the new prison, but adventures await them on the way...

I think this anime was written by a woman who doesn't know what it means to be a boy. The reason I say that is there are three main characters... brothers. They are touchy feely and cry-baby whiny. So not how boys behave. It was annoying to watch them. I liked the rest of the anime about becoming a dragon and battling an evil spirit that keeps getting resurrected. So that is why I marked the story as good, but the dialogue as very poor.
